We are looking for a Deputy Head of Finance/Head of Financial Control to
join our Finance management team. As a senior member of the team, the
selected candidate will contribute to the design and development of the
Bank's financial policies and controls, in particular in relation to budgetary
economic research and
and procurement control. He/she will ensure that the Bank's financial
reporting gives an accurate and fair view of its financial position and performance.
Finance unit management
Supports the Head of Finance in all aspects of the unit's management.
Advises BIS Management on financial control, financial reporting and budgetary control. Leads the Financial Control team, which comprises financial reporting, procurement, budgeting and expenditure control.

Financial policies and internal controls
Contributes to the strategic development of the Bank's accounting and financial policies.
Ensures that appropriate internal controls are in place for accurate financial reporting. Contributes to the development of internal controls and policies to safeguard the Bank's assets and record its obligations and costs, by designing and operating secure, appropriate and cost-effective accounting and internal control procedures.
Oversees the preparation of periodic financial reports for the Bank's
Management, Board of Directors and shareholders that fairly reflect the
BIS's financial position and performance. Coordinates the preparation of the annual financial statements.
Is responsible for the preparation of financial reports for off-balance sheet entities (eg the Pension Fund and the BIS Investment Pools). Supervises and reviews outsourced accounting work. Ensures that trends and problems arising from financial reports are promptly brought to the attention of the Head of Finance and contributes to their resolution through financial analysis work.
Accounting records and systems
Contributes to the development of appropriate accounting and financial reporting systems. Ensures that transactions are promptly and accurately incorporated in the accounting records in accordance with accounting policies.
Maintains contacts with the Bank's external auditors; the Bank's actuaries regarding accounting for staff benefits; external consultants on an ad hoc basis on financial and accounting matters; and global custodians and external accountants concerning outsourced arrangements. Responds to financial reporting issues raised by central banks.
Deals with the Bank's external auditors on financial reporting and expenditure issues. Ensures that problems and issues arising from the external audit are brought to the attention of the Head of Finance and that appropriate actions are implemented within agreed timescales.
Keeps abreast of developments in financial markets and instruments; financial reporting and international financial reporting practices; financial control techniques; and financial systems.
Initiates and ensures the successful performance of projects, either as project manager or as project owner, as required.
Contributes to the development of appropriate budgetary control systems, and ensures the correct preparation of the Bank's annual budget, monthly cost reports and variance analyses. Contributes to the preparation of accurate reports to the Administrative Committee on budgets and cost trends. Ensures that budgetary problems are brought to Management's attention in time for their resolution through the provision of appropriate cost information, and contributes to their resolution through advice and financial analysis.
Corporate Procurement and accounts payable
Oversees procurement of goods and services, ensuring in particular that it is controlled and handled in a fair, transparent, efficient and cost-effective manner while keeping reputational and financial risks within appropriate limits. Acts as line manager of the accounts payable function, and manages the relationship with the commercial bank used for administrative payments.
As a member of the Management Accounting Coordination Function, provides advice on management accounting topics to Finance, Risk
Control and Banking. Acts as the Finance representative on the Third- Party Asset Management Oversight Committee. Deputises for the Head of
Finance at the Finance Committee, and (when required) the Audit
Committee, the Executive Committee and the Compliance and
Operational Risk Committee.
Qualifications, skills and experience:
University degree in accounting, business administration or a quantitative discipline.
A primary accounting qualification (ACA, CPA, CA, Wirtschaftsprüfer or equivalent experience).
At least 15 years of relevant experience in finance and financial control, culminating in a senior position in the banking, treasury, risk or asset management sector.
Broad and deep understanding of banking business processes, financial instruments, financial accounting, reporting and control techniques, IT systems and good market practice.
Strong technical capability and attention to detail.
Personal initiative, high energy level, multicultural sensitivity and gravitas.
Ability to handle stressful situations.
Experienced and skilled in managing, leading, motivating and developing a team of professionals.
Excellent interpersonal and communication skills at all levels of the organisation, including Management.
Excellent English drafting skills.
Thorough knowledge of financial control, budgetary and procurement processes.
