Job Title: Policy Officer (Labour) - DEWR - LE5 – Geneva

Position number: GEO32

Contract: Permanent, On-going

Salary: CHF 105,878.35 per annum

Full-time: 37.5 hours work/week. 20 days annual leave pro-rata. 50% employer contribution to health and accident insurance and to a pension fund.

General requirement: Applications are sought from persons interested in employment at the Australian Permanent Mission in Geneva. The successful applicant will be engaged on a local contract of employment.

This is a security-designated position. The selected candidate will be required to successfully obtain and maintain an Australian security assessment to Negative Vetting Level 1. Applicants must be Australian citizens and cannot hold dual Swiss citizenship. Applications that do not specifically address and satisfy this requirement will not be considered.

About the Department of Employment and Workplace Relations (DEWR)

The Department of Employment and Workplace Relations (DEWR) enables access to quality skills, training and employment to support Australians find secure work in fair, productive and safe workplaces – supporting individuals and Australia to prosper. DEWR is responsible for managing Australia's engagement with the International Labour Organization (ILO), specifically on international labour issues. Our engagement with the ILO aims to advance, protect, and promote Australia’s broader national and international labour interests, by ensuring Australia’s views are reflected in the ILO’s deliberations and outcomes. Engagement with the ILO, including tripartite dialogue with employers and workers, and ratification of international labour standards, helps to ensure Australia’s workplace relations and work health and safety frameworks reflect and inform international best practice and facilitate safe, fair, and productive workplaces.

About the Position

The Policy Officer (Labour) works with and supports the role of the Minister-Counsellor (Labour) to maintain and advance Australia’s interests and relationships with international organisations and partners on international labour issues and treaty negotiations. The position also provides corporate support to the Minister-Counsellor (Labour).

The key responsibilities of the position include, but are not limited to:

  • Contribute to strategic planning and reporting on bilateral and multilateral meetings as required.
  • Engage with DEWR colleagues and agency colleagues regarding briefing for meetings with the ILO and other international partners.
  • Identity emerging policy issues and engage with a range of key internal and external stakeholders.
  • Lead on specific policy and programme issues as agreed with the Minister-Counsellor (Labour).
  • Conduct high-level research, analysis and reporting on policy issues and processes, including preparing draft cables and correspondence.
  • Screen media, journals, publications, and cables on relevant policy matters.
  • Coordinate official visits to Geneva by Canberra-based delegates, including formulating logistical arrangements and coordinating briefing, note-taking, and reporting as required.
  • Provide administrative and executive support to the Minister-Counsellor (Labour) as required, including event and diary management.
  • Prepare corporate reporting and undertake planning including budget management, business continuity, and risk management activities.
  • Liaison with DFAT at post regarding the SLA, maintenance of the Minister-Counsellor’s residence, Minister-Counsellor’s travel arrangements and other financial issues as required.

Qualifications/Experience

    • Demonstrated ability to interpret and draft policy and undertake high quality research and strong project management.
    • Highly developed written and oral communication skills.
    • Strong interpersonal skills and ability to develop and maintain strong networks with other missions and multilateral agencies.
    • Demonstrated ability to prioritise, think strategically, apply judgement and innovation to achieve results.
    • Knowledge of the United Nations, the International Labour Organization and Australian Government policies, interests, and priorities is desirable.
    • French language skills desirable.

Selection Criteria

A. A high level of written and oral proficiency in English (and desirable French) with a proven ability to prepare written material in a logical, succinct, and persuasive manner.

B. Ability to independently conduct high quality, thorough and accurate research from a variety of sources, analyse findings to monitor trends and present findings/reports to a diverse range of internal and external stakeholders.

C. Ability to liaise effectively with internal and external stakeholders, demonstrating excellent inter-personal skills, the ability to develop effective stakeholder relations and to build and maintain networks.

D. Effective judgment, decision making and complex problem-solving skills, including a demonstrated ability to use initiative and innovation.

E. Well-developed planning and organisational skills with the ability to manage multiple tasks and priorities and achieve required outcomes with tight deadlines with limited supervision.

F. Knowledge of foreign affairs including the United Nations, the International Labour Organisation and the Australian Government’s policies, interests, and priorities.
