Under the supervision of the Chief Financial Officer, the Human Resources Officer will give support to the implementation of the different HR projects and would provide advice  and support to staff and management on general administration services for the recruitment and employment of staff with the following responsibilities:

Under the supervision of the Chief Financial Officer, the Human Resources Officer will give support to the implementation of the different HR projects and would provide advice  and support to staff and management on general administration services for the recruitment and employment of staff with the following responsibilities:

  



  1. Recruitment: 


  • With the input of ICJ Programme staff, analyse the skills and qualifications required for each particular job and develop job descriptions.


  • Coordinate the staff recruitment and selection process: prepare and post advertisements, assess application forms, shortlist, organise and participate in applicant interviews, give selection tests, organise reference checks, notify applicants, prepare reports and make recommendations to management about staff appointments.


  • Assist in putting into place a global package for ICJ international staff


  • Process work permit applications and ensure their validities


  • Communicate and help candidates regarding relocation  



  1. Contracts and letters 



  • Prepare employment contracts and letters for staff and interns


    Prepare reference letters and attestations of employment/salary 





  1. Coordinate the arrival of staff/interns 


  • Welcome new staff and interns (give information on Geneva and ICJ premises, organise, in conjunction with ICJ staff, first days schedule..) 


  • With the help of the Office Manager, prepare the workplace and office supplies of new staff 



  1. Maintain and manage staff record 


  • Maintain the personal records of employees on matters such as wages, permits, leave and training, and prepare associated management reports. Keep record of changes such as promotions or salary changes.


  • Ensure that accurate job descriptions are in place for all employees and periodically check their validity.


  • Design and develop employee information reports required to support management and HR, such as employee compensation and benefits reports, employee status, payroll reports, employee lists, and various periodic and ad-hoc report 



  1. Salaries: 


  • Administer multi-countries payroll using external providers for actual payroll processing. 


  • Submit monthly payroll in a timely manner, review results to confirm the accuracy of the information, research and resolve all issues, and respond to all payroll questions. 


  • Providing payroll reporting, year-end wage statements, budget support and other, as required. 


  • Where necessary prepare and provide payroll audits (new hires, leavers, job changes etc..) for various regional offices within given deadlines. 


  • Ensuring compliance with governmental and local labor and tax regulations for multiple international affiliates, in cooperation with outsourced consulting services 


  • Undertake regular salary reviews and give recommendations to Management on them 



  1. Training: 


  • Identify training and development opportunities, analyse training needs in conjunction with ICJ managers and make sure that they are available to employees to enhance their performance in order to achieve the organisation’s objectives. 


  • Plan, and sometimes deliver, staff training sessions and activities.  



  1. Performance monitoring: 


  • Monitor staff performance: provide assistance when conducting staff performance evaluations, advise on performance related obstacles and recommend disciplinary actions, understand and ensure proper implementation of policies and procedures 


  • Monitor attendance: investigate and understand causes for absences and recommend solutions for attendance difficulties  



  • Conflicts management: 


  • Handle and moderate conflict situations and trouble-shooters, recommend solutions and disciplinary actions, ensure proper implementation of the Management’s decisions, prepare warning letters and other official documents.  



  1. Employee counselling: 


  • Provide advice, assistance and information to management and employees on work matters (remuneration issues (pay, promotion, benefits…), career development and training, performance reviews…), on policies, procedures and legislation as well as on personal issues (listen to grievances and ensuring the follow-up...) 


  • Organise employee welfare services such as equal opportunity, anti-discrimination and occupational health and safety programs 



  1. Planning: 


  • Prepare, further develop and implement policies and guidelines (on issues such as working conditions, performance management, equal opportunities, absence management…), for managing the human resources of the ICJ Secretariat and its field offices.

  • Help put in place organisational changes (e.g. those following from legislation, revised job classification structures or technological changes) and assess the current and future needs of the ICJ 


  • Participate in the identification of payroll and human resource information system goals and management information needs to ensure the development, maintenance and reportability of accurate, reliable, and consistent human resource information to meet those needs.


    11.  Social events:



  • In coordination with the Office Manager, organise internal social events and activities 


   12.   Other responsibilities:



  • Carry out other appropriate responsibilities as requested by the Chief Financial Officer


 

Profil minimum requis :
  • University degree in human resources, business and administration or equivalent; Professional certification in Human Resources desirable. Good knowledge of Swiss labour law.
  • Minimum 5 years work experience in human resources; Experience within an NGO, managing human resources for headquarters and regional offices, an asset.
  • Fluent in French and English (written and spoken);
  • Strong organisational, planning and time-management skills;
  • Excellent interpersonal skills and the ability to work as part of a team;
